Kelly O’Connor

Child law advisor

Kelly O'Connor is a Canadian lawyer specialising in international human rights law and migration. She holds a degree in civil and common law from McGill University in Montreal, Canada, and a B.A. in languages and literature from the University of British Columbia in Vancouver, Canada. A member of the Ontario Bar, Kelly articled as a law clerk to Associate Chief Justice Gagné of the Federal Court of Canada, where she worked primarily in immigration and refugee law and administrative law.

Always passionate about international law, Kelly brings to the IBCR extensive experience in international courts and organizations. It is armed conflict that unites her varied experiences in transitional justice, migration and international criminal law. Her professional background includes work with the United Nations High Commissioner for Refugees in Quito, Ecuador, the Inter-American Court of Human Rights in San José, Costa Rica, and the Special Tribunal for Lebanon in The Hague, Netherlands. She is fluent in English, French and Spanish.

Kelly is currently deployed in Colombia as a child rights advisor to COALICO (Coalición contra la vinculación de niños, niñas y jóvenes al conflicto armado en Colombia).
