Evaluation of the Child Justice System in Angola

History of the project :
Following an initial exchange with the Angolan Government at an African regional workshop on child-friendly policing organized by the Office in 2013, discussions were held with UNICEF Angola on a possible strategy for action. During the same period, UNICEF received significant support from the European Union to support justice reform in Angola. Two years later, the Office won a call for proposals to carry out a comprehensive analysis of the juvenile justice system in Angola and to lay the groundwork for the implementation of the EU-supported reform project.
Our objectives :
- To carry out an evaluation of the juvenile justice system in Angola and the different services
services, in terms of its effectiveness, efficiency, impact, sustainability and relevance - To make recommendations to the Angolan government and UNICEF to strengthen this system

Our achievements
Two missions were carried out, during which twenty-five structures were met. At the end of the
process, the IBCR was able to identify the main strengths and weaknesses of the juvenile justice system and its
institutions, as well as the interactions between the actors involved in the formal and informal systems.
The Office was also able to draw lessons from good practices and challenges in the justice system, while formulating recommendations for :
- Consolidation of the legislative framework
- Better coordination between institutions involved in interventions related to the support of children in contact with the law
- Capacity building of key actors
- Better allocation of resources
