Capacity Building for Police Officers to Promote Child-Friendly Techniques

Workshop to develop specialised children’s rights training

Over the past few years, the United Nations has developed a strategy to support the Afghan Ministry of Interior Affairs in its efforts to professionalise civilian police in Afghanistan. As part of this strategy, UNICEF Afghanistan and the IBCR initiated talks on integrating child-friendly policing techniques into this reform.

Our goals :

The IBCR’s programme in Afghanistan aims to achieve the following in partnership with UNICEF and local stakeholders:

  • Build technical capacity within the Juvenile Police Units, Family Response Units and child-protection officers of the Ministry of Interior Affairs
  • Ensure that the courses are integrated in a permanent fashion into initial and specialised police training on child-friendly practices
  • Bring their skills in line with the United Nations concept note for professionalism in community policing

The first phase of the project, which took place in 2015, assessed the situation of children with regard to the application of laws and the judicial system in Afghanistan through data collection, interviews with stakeholders and observation missions. This study led to the drafting of a mapping report of the capacity-building project and the role of Afghan police services in child protection.
2016 marks the start of the second phase of the project with the development of standardised operating procedures, the revision of the specifications of the country’s specialised police services, the development of training toolkits and the training of certified national instructors capable of teaching mandatory modules on child rights and protection in police schools.

Realisations:

  • Official launch of the mapping on the role of the police in child protection
  • Validation of the training material developed by the IBCR with the different police forces
  • Workshop to develop standard operating procedures for actors in the child protection system in Afghanistan
  • 12-day training of Afghan national instructors in Mumbai, India. As a result of the training of trainers, the instructors were certified to teach the mandatory child rights and protection modules in the police academy, which are integrated into the National Police training curriculum.

    •  Group interviews were conducted with over 90 boys and girls with the aim of encouraging local participation in and the sustainability of the initiative
    • Three juvenile detention centres were visited
