Project Management Consultant

The International Bureau for Children's Rights (IBCR), a Canadian NGO dedicated to the protection and promotion of children's rights, is seeking a Project Management Advisor to support its partner, the Civil Society Platform for Children (PFSCE), as part of its PRIDE (Project for the Integral Strengthening of Children's Rights) volunteer cooperation programme.

Through this mandate, share your skills and expertise to advise, strengthen, and train the PFSCE team in project management, including project writing, responding to calls for proposals, and project monitoring and evaluation, to support the implementation of its mission.


The Civil Society Platform for Children (PFSCE) brings together 52 national and international associations and NGOs, and its objectives are to implement advocacy for the protection of children and the promotion of their rights, to strengthen the skills of PFSCE members and the care of children in vulnerable situations.

To do this, the PFSCE has the following mission:

  1. Promote collaboration between child protection actors in the Analamanga region
  2. Strengthen the capacities of civil society actors and their complementarity
  3. Influence public and private strategic orientations
  4. Promote the rights of the child

The volunteer will be responsible for :

  • Support the PFSCE in :
    • Carrying out a diagnosis of the organisation's project management methods and tools and identifying its needs
    • Drafting projects, calls for proposals, monitoring and evaluation of its projects, etc.
    • Strengthening its project management capacities through consultancy, team training and the development of related tools
  • Develop project management tools and training adapted to the organisation
  • Actively participate in PRIDE initiatives, events or activities planned by the partner organisation
  • Support the strengthening of the partner organisation in all other activities related to its expertise

Other tasks related to the PRIDE project :  

  • Support the animation of the PRIDE Social Laboratory activities
  • Write progress reports on the activities carried out during the mandate
  • Participate in the promotion of international volunteering in Canada by participating in IBCR's communication efforts (writing articles or blog posts on the volunteering experience, videos, interviews, events...)
  • At the request of his/her line manager, carry out any other task related to his/her skills and the smooth running of the programme



Technical skills : 

  • Undergraduate degree in management, social sciences or related field
  • Minimum of 3 to 5 years of significant work experience in project management, public policy or other experience relevant to the mandate
  • Ability to prepare and facilitate training, and provide recommendations
  • Experience in the development and/or use of project management tools
  • Strong analytical and writing skills
  • Fluency in written and spoken French. The person must be able to write, revise, comment and correct texts in French.
  • Proficiency in information technology
  • Proficiency in the Microsoft Office suite (Word, Excel and PowerPoint) and in the tools of the Outlook environment (Teams, mail, SharePoint, Forms, etc.) and Google (Google Docs, Google Drive, Gmail, etc.)

  • Knowledge of the Malagasy language
  • Knowledge of results-based management
  • Experience in a developing country or in international cooperation
  • Knowledge of and/or interest in human and/or children's rights
  • Knowledge of gender equality principles-Knowledge of international development issues
  • Knowledge of Canada's volunteer cooperation programme
