In this open letter, the International Bureau for Children’s Rights (IBCR) joins 17 nongovernmental organisations (NGOs) in calling on Secretary-General António Guterres to ensure the publication of a complete list of perpetrators of grave violations against children’s rights.
This list must be evidence-based and accurately reflect data collected and verified by the United Nations Monitoring and Reporting Mechanism (MRM) in his forthcoming annual report on children and armed conflict (CAAC).
The letter calls on the Secretary-General to ensure that all parties to conflict responsible for committing a pattern of grave violations against children are listed in the annexes in accordance with the criteria set out in the 2010 annual CAAC report. It also urges the Secretary-General to include four situations of concern in the forthcoming report.
