Brief submitted by the International Bureau for Children’s Rights (IBCR)

Consultations by the Ministère des relations internationales et de la Francophonie as part of the development of Quebec’s new international policy.

While the Convention on the Rights of the Child is the most widely ratified treaty in the world, our vision is based on the observation that children’s rights are not yet a reality in all circumstances and on an equal footing. This is the reason for being of our organization, whose mission is to realize the rights of children at risk or victims of violence, and the rights of children in contact with the justice system. 

In collaboration with our partner organizations our initiatives help to strengthen child protection and justice systems, a necessary prerequisite for making child’s rights a reality every day : providing the actors in these systems with key skills essential to fulfill children’s rights; ensuring collaboration and synergies in the services provided to children; developing and facilitating spaces for meaningful participation adapted to children; facilitating experimentation in favor of children’s rights; documenting the situation of children and fostering institutional change. 

The International Bureau for Children’s Rights (IBCR) has been active for almost 30 years, both in Quebec and internationally, in 14 countries across 3 continents, and monitors trends that question the scope of current approaches to co-operation, international solidarity and, more generally, the fulfillment of children’s rights in the international arena. 

As part of the consultations held by the Ministère des relations internationales et de la Francophonie (MRIF) to develop Quebec’s new International Policy, IBCR presents its observations and recommendations.
