The Best Practice Statement on Separated Children in Canada (Statement) is an adaptation of the Separated Children in Europe Programme-Statement of Good Practice. Written by the IBCR, the Statement is the fruit of the consultation process geared to organizations and professionals working in favor of separated children in Canada .
This Statement gathers the policies and practices concerning the protection of the rights of separated children in Canada as soon as they arrived on Canadian territory and until a solution satisfactory to the superior interest of the child is found and applied. |
This Statement is founded on eleven principles including non discrimination, the right to participate, the respect for cultural identity, confidentiality, inter-organizational co-operation, staff training and durability.
Since its publication in 2003 (revised in 2004), the Statement has been presented to the concerned Federal and Provincial authorities to sensitize them to the situation lived by separated children.
Participation in the Advisory group on separated children in Canada
In 2003, shortly after the publication of the Best Practice Statement on Separated Children in Canada, the Department of Citizenship and Immigration of Canada has created an advisory committee to study questions concerning separated children. The IBCR and other non governmental organizations participate actively on the committee on different subjects such as family reunification, adoption, appointment of a legal guardian and guidelines for immigration officers or board members.
The IBCR contributes to maintain separated children's rights at the center of preoccupations of the government and non government actors.
