EDUCATION CONSULTANT – CHILD TRAFFICKING TRAINING PROGRAM

Job description

The International Bureau for Children’s Rights (IBCR) is seeking a consultant to draft a training program on child trafficking, to be used as a resource for community stakeholders.  This project will be especially directed towards organizations working with Aboriginal girls and young women.

The IBCR is an international non-governmental organisation based in Montreal, Canada, which enjoys consultative status with the United Nations Economic and Social Council (ECOSOC). IBCR’s mandate includes the promotion and protection of children’s rights worldwide. To reach its objectives, the IBCR currently runs three programmes: the country profiles and children affected by armed conflicts, the protection of the rights of child victims and witnesses of crime, and the sexual exploitation if children and child victims of trafficking.

Human trafficking is a hidden global phenomenon which especially affects women and children, particularly young girls. Thanks to the financial support of Canada’s Department of Justice and Department of Public Security, the IBCR was able to carry out a two-year research and action study aimed at assessing the incidence of trafficking in Québec and developing strategies to combat this human rights violation.

Consequently, the IBCR has identified a crucial need to share and translate these research results into training materials for front-line agencies.

Over the next two years, the IBCR will undertake a project which aims to combat child trafficking by contributing to the protection of girls in their community.  This will especially be achieved by training representatives from organizations in at least one region of Québec as well as from an Aboriginal community.  

Skills and Qualifications

The ideal candidate should possess most of the following skills and qualifications:

A good knowledge of issues relating to human rights and the rights of children;

Work experience or other involvement in the community and/or within the indigenous community is an asset;

Experience creating or developing training manuals for adults;

Experience integrating children’s participation into research, programs and activities;

Excellent communication skills, both oral and written;

The ability to work under minimal supervision, to plan tasks and to respect deadlines;

Good professional judgment, a sense of responsibility and the ability to exercise discretion in regards to sensitive or confidential information;

Good interpersonal skills and the ability to work in a multicultural environment while showing sensitivity and respect for diversity. 

Responsibilities and Principal Tasks:

The successful candidate will be asked to complete the following tasks:

To develop a training module;

To contribute to the writing of an action plan for the training module;

To carry out two focus groups with the training nominees (designated people) and a discussion group of girls and young women;

Following the focus groups, to make appropriate modifications to the training module;

To participate in a training meeting;

To collaborate in the evaluation process of those stakeholders who participated in the training program;

To carry out other appropriate tasks, as the need arises.

The Training Consultant will be based in Montreal, Canada and will report directly to the Program Manager.  Her or his contract will include 40 days of work, 25 days during  the first year of the program (April 1st, 2008, to March 31st, 2009), and 15 days between April 1st, 2009 and December 31st, 2009.

Education

A graduate degree (Masters or PhD), preferably in education or a related discipline.  A combination of academic qualifications and relevant experience may be accepted in place of a graduate degree.

Work experience

At least four (4) years of experience in adult education.  Professional experience in a field related to human rights or children’s rights would be an asset.

Languages

An excellent command of French is required, (candidates must include a sample confirming their French writing skills).  A good understanding of English is also necessary.

Other abilities

The candidate must possess an excellent knowledge of the computer tools needed for the position, including MSWord, Internet, Outlook, Excel, Acrobat, and Access.
